Official Volleyball Rules 2023

LEAGUE FORMAT

MATCHES

Matches will be best 2 out of 3 games, Win by 2 at 25,25,15 for all Divisions, Competitive or Recreational

Teams listed first on the schedule are the home team. The Up Official will call for captains for a coin toss/rock, paper scissors.  The second team will be the visitor and will call the coin toss. Teams will stay on whatever side of the net they started on, no switching sides. If there is a third game, there will be a coin toss to see who will serve/receive. The official will conduct this with the captain of each team, with the visitor making the call for the serve/receive, and the loser of the toss getting the choice of the court.

GAMES

A game is complete when one team’s score equals 25 or 15. The team that wins 2 sets first wins the match.

Noise makers, whistles, megaphones, radios, etc.  are not permitted to be used during game play.

5 weeks Double Header Seasons

  • Teams will play double headers for 5 weeks to seed for the tournament
  • Championship night will be a single elimination bracket
  • Highest seed plays lowest seed and so on.
  • Winner gets admission into the next league free of charge

TEAMS

Recreational teams must have an even number of male and female participants. They must line up boy, girl, boy, girl for serving purposes.

Competitive leagues must to have 1 girl for quads or 2 for 6’s. 

PLAYERS

  1. Be respectable of the facility, spectators and opponents

NUMBER OF PLAYERS PER TEAM

  1. A minimum of 6 for 6’s teams, max 12
    1. A team may start a match with 4 if that’s all they have as long as they have the right ratio males/females
  2. A minimum of 4 for quads, max 8

UNIFORMS

Will not be required.

SCORING

Rally scoring will be used for all games/matches. A point shall be awarded on each serve based on the officials call.

If any player on the serving team commits a foul, the receiving team shall be awarded a point and the service. If the receiving team commits a foul, a point shall be awarded to the serving team and shall continue to serve.

VISIBLE SCOREBOARD

A visible scoring device shall be part of the equipment for an official game. The scoreboard shall be in a position which is visible to teams and spect


GAME PLAY RULES

SUBSTITUTIONS

Normal volleyball substitution procedure will be used. A player may substitute for any player in the game by standing in front of the ten-foot line with their right hand raised. The player exiting the court will raise their right hand at the same spot so the official can acknowledge the substitution. Substitutions will be unlimited. Players can sub for anyone.

SERVING AND FOOT FAULTS

The right back player of the servicing team shall be the first serve of the game. The next server for that team will be the player rotating in at the right back position.

  • The server shall serve within the serving area
  • A served ball that has contact with the net but still goes over is considered a live ball.
  • If the ball served hits the ceiling on either side of the playing area, then the other team will receive a point.

Foot faults will be called. When a server steps on the end line while serving this is considered a foot fault and will not be allowed.  

PLAYING THE BALL

The ball must be given immediate impetus at contact. A player may not hit the ball twice in a row. The ball may be contacted a total of 3 times by a team before it is sent over the net.

BALL CROSSING THE NET

If the ball crosses the net on the return, it must touch between the antennas and go over onto the opponent’s court. A ball striking the net and going over is still in play.

NET PLAY
A ball may be recovered from the net providing the player avoids touching the net.

BALL TOUCHING ANY PART OF THE BOUNDARY LINE

A ball touching any part of the boundary line is considered “in play ball”. The whole ball must be outside the line of play for it to be considered out.

TIME OUTS

  1. May be called by the official for one minute.
  2. May not be called when the ball is in play except in the case of injury to a player. If this occurs the ball must be reserved without any points given to either team. (Resulting in a replay of serve)
  3. May be requested for rest by the coach or team captain at any time the ball is dead. This time out shall not exceed 1 minute. During this time out period, the players may leave the court in order to confer with their coaches at or near their benches.

FOUL PENALTIES

Serves ball illegally

  • Fails to serve the ball within opponent’s court.
  • Fails to be within own serving area.
  • Commits a foot fault. (Foot touching the boundary line while serving)
  • Is out of serving order.
  • Exceeds a more than 10 second time frame to serve the ball.
  • Deliberately serves before the officials signal to serve.
  • Release the ball for service, then catch it or drops it more than two times during one term of service.
  • Ball touched by one of the servers’ teammates before passing into the opponent’s court.
  • Touches the ceiling or any obstruction before crossing the net.

Plays the ball illegally.

  • Hits the ball illegally.
  • Play the ball more than once in succession.
  • Becomes the fourth player on their team to contact the ball.
  • Commits a body foul.
  • Catches or touches a ball either on or off the court.
  • Plays in an illegal position.
  • A player fails to be in the correct serving order when the ball is served.
  • Blocks from a position while in back row rotation.

REACHES UNDER THE NET

  • Touches the ball or player of the opposing team when the ball is in play on the opponent’s side of the net.
  • Interferes with the play of opposing team by entering opponent’s court.
  • A player may cross the centerline with his/her foot as long as part of the foot remains on or above the centerline and the player does not interfere with the play.
  • Absolutely no touching of the net for any reason.

OTHER RULES

INJURIES

Participants will have the understanding that all injuries will be their responsibility. An injury waiver must be signed by all rostered participants.

DEFAULTED GAMES

If a team is not ready to play within 5 minutes of the scheduled starting time, the first game is defaulted. The team then has 10 additional minutes in which to be ready to start the second game of the match. If not ready within the additional 10 minutes the match if defaulted. (Forfeited)

OBSTRUCTIONS

If the ball strikes the ceiling or an overhead object it shall remain in play provided the ball strikes on the side of the net by the team that played last. The ball (provided they have not made their three contacts) is live. The ball is dead if it makes contact with an object, such as a light of ceiling arch, then passing over the net.
 

HEAD OFFICIAL (A REFEREE WILL BE PROVIDED FOR RECREATIONAL LEAGUE)

Competitive leagues are expected to police themselves in a respectable manor.

The game is administered by the head official. Each team, for each match, will provide the volunteer services of one line judge and one score keeper.

  1. Decides whether the ball is in play or dead.
  2. Is positioned on the platform.
  3. Decides when a point is scored.
  4. Blows the whistle for time.
  5. Makes decisions on rule violations.
  6. Makes decisions on points not covered in the rule book.
  7. Checks score
  8. The official has the final say.

CANCELLATION OF MATCHES

If for any reason matches have to be cancelled by the facility due to unforeseen circumstances, loss of power, pipe burst, etc., a make-up date will be implemented.

THERE ARE NO PROTESTED GAMES AT TVC

CONDUCT OF PLAYERS/PARENTS/COACHES

No Player/Parent/Coach shall act in an unsportsmanlike manner during a game or between games.

First Offense: One game suspension

Second Offense: One match suspension

Third Offense: Will be suspended for remainder of the season. (Upon board and coach’s decision, no refunds)

CONDUCT OF PERSONS OTHER THAN PLAYERS, AS IN COACHES, PARENTS AND OTHERS

Whenever someone is unruly or interferes with the orderly progress of the game, the official or league rep has the right to ask that person to leave the premises. If the person involved in the incident is a parent and this occurs more than once, then the board will make the decision of banning him or her from future TVC activities.

GYM PROCEDURES

  1. Games are to be played according to schedule.
  2. No team will be allowed to access the gym more than 30 minutes before the first game of the day.
  3. A league official or building supervisor has the right to stop a match if a situation is developing, and that is harmful to either team prior to the action. The official and coaches will be consulted.
  4. All unsportsmanlike behavior should be reported to the league president by the person managing the gym that day.
  5. No food or drinks are allowed in the gym other than water bottles.

PROBLEMS/CONCERNS

All problems or concerns arising at any match should be reported immediately to a league representative.
